Legal Notice: Invitation to Bid for Fire Protection System

Notice is hereby given by the Board of Library Trustees of the Palatine Public Library District; Cook County, Illinois that sealed bids will be received for the replacement of the fire sprinkler system in the underground parking garage of the Main Library located at 700 N. North Court, Palatine, Illinois 60067. Work will include (but is not limited to) removal of the existing fire protection system and the installation of a new fire protection system. Work will include, general trade construction fire-protection and electrical work.

Bid due date

Bids will be received up to the hour of 2:00 p.m. CST on April 20, 2017 at the Palatine Public Library District, office of the Director, 700 N. North Court, Palatine, Illinois 60067, and will be publicly opened and read aloud at that time.

Project specifications

Bidding documents which include Project Manual and Project Plans will be on file and may be obtained by bidders on April 3, 2017, after 12:00 p.m., for electronic distribution through BHFX Planroom website: http://www.bhfxplanroom.com. Electronic copies are also available for download from the Palatine Public Library website. Hard copies are not available through BHFX and all costs associated printing will be borne by the bidding contractor.

Mandatory pre-bid meeting and walk through

A mandatory pre-bid will be held on April 11, 2017 at 9:30 a.m. at the Palatine Public Library, 700 N. North Ct, Palatine, IL 60067.

Anticipated Schedule

                Bids Due & Bid Opening: April 19, 2017

                Contract awarded: May 10, 2017

                Project Timeframe: August 14 through September 15, 2017 

Bond requirements

All bids offered must be accompanied by a bid bond, cash or certified check made payable to Palatine Public Library District in the amount of not less than five percent (5%) of the total amount of the bid, including alternates, as a guarantee that if the bid is accepted a contract will be entered into and the performance of the contract is properly secured. No bid shall be withdrawn after the opening of the bids without the consent of the Palatine Public Library District for a period of sixty days after the scheduled time of opening the bids.

The successful bidder for the project will also be required to file a performance bond equal to one hundred percent (100%) of the accepted bid with sureties to be approved by the Palatine Public Library District and authorized to do business in Illinois, which performance bonds shall be conditioned upon proper and faithful performance by the Contractor of the work specified in accordance with the plans and specifications therefore, according to the time and terms and conditions of the contract; and also that the bidder/contractor shall properly pay all debts incurred by the Contractor in the execution of the work, including those for labor and materials furnished.

The successful bidder for the project will also be required to file a payment bond equal to one hundred percent (100%) of the accepted bid with sureties to be approved by the Palatine Public Library District and authorized to do business in Illinois, which payment bond shall be conditioned upon payment as required by law for all persons supplying labor and material in the execution of the work provided for in the contract.

General Requirements

The successful bidder must comply with all applicable Federal, State and local laws, ordinances, rules and regulations including but not limited to: the Illinois Prevailing Wage Act (820 ILCS 130/1 et seq.) and the Illinois Human Rights Act (775 ILCS 5/1-101 et seq.). All bidders must provide with their bids an executed Certification of Eligibility to Enter into Public Contracts pursuant to the Illinois Criminal Code (720 ILCS 55/33E-11).

Insurance, guaranty and indemnity

The Contractor is required to furnish sufficient insurance and guaranty and indemnity to the Board of Library Trustees of the Palatine Public Library District covering the officers, agents, employees and volunteers of the Board and the Library District against any and all claims which might arise for damages to persons and/or property due to the negligence of the Contractor or Subcontractors or their officers, agents, employees or servants, during the construction of the said improvements and until the said improvements have been finally accepted as complete by the Board of Library Trustees. Execution of the Contract by the Board of Library Trustees is contingent upon receipt of required bonds and certificates of insurance.

The lowest bid will be determined by the amount of the Base Bid alone or in combination with either or both Alternate Bids as may be selected by the Board of Library Trustees.

The right to waive technicalities, irregularities and informalities, or to reject any and all bids is reserved by the Board of Library Trustees.
