Notice

Notice is hereby given by the Board of Library Trustees of the Palatine Public Library District; Cook County, Illinois that sealed bids will be received for the repair of the existing heat exchanger.  Work will include (but not limited to) the draining of the existing systems, the disassembly of the existing heat exchanger, the replacement of tubing and gaskets, the reassembly of the existing heat exchanger, the filling of both water and glycol systems, and verification the system is functioning.

Bids will be received up to the hour of 2:00 p.m. CST on March 11, 2019 at the Palatine Public Library District, office of the Director, 700 N. North Court, Palatine, Illinois 60067 and will be publicly opened and read aloud at that time.

Bidding documents which include Project Manual and Project Plans will be on file and may be obtained by bidders on February 22, 2019, after 12:00 p.m., for electronic distribution through BHFX Planroom website:  http://www.bhfxplanroom.com.  Electronic copies of the drawings and project manual are also available for download.  All communication should be directed to Shaun Kelly, Engberg Anderson, 5600 North River Road, Suite 800, Rosemont, IL 60018. A mandatory pre-bid will be held on March 1, 2019 at 9:00 a.m. at the Palatine Public Library, 700 N. North Ct, Palatine, IL 60067.

Anticipated Schedule:
          Bids Due & Bid Opening: March 11, 2019
          Contract awarded: March 13, 2019
          Project Completion: June 3, 2019    

All bids offered must be accompanied by a bid bond, cash or certified check made payable to Palatine Public Library District in the amount of not less than five percent (10%) of the total amount of the bid, including alternates, as a guarantee that if the bid is accepted a contract will be entered into and the performance of the contract is properly secured. No bid shall be withdrawn after the opening of the bids without the consent of the Palatine Public Library District for a period of sixty days after the scheduled time of opening the bids.

The successful bidder for the project will also be required to file a payment bond equal to one hundred percent (100%) of the accepted bid with sureties to be approved by the Palatine Public Library District and authorized to do business in Illinois, which payment bond shall be conditioned upon payment as required by law for all persons supplying labor and material in the execution of the work provided for in the contract.

The successful bidder must comply with all applicable Federal, State and local laws, ordinances, rules and regulations including but not limited to: the Illinois Prevailing Wage Act (820 ILCS 130/1 et seq.) and the Illinois Human Rights Act (775 ILCS 5/1-101 et seq.). All bidders must provide with their bids an executed Certification of Eligibility to Enter into Public Contracts pursuant to the Illinois Criminal Code (720 ILCS 55/33E-11).

The Contractor is required to furnish sufficient insurance and guaranty and indemnity to the Board of Library Trustees of the Palatine Public Library District covering the officers, agents, employees and volunteers of the Board and the Library District against any and all claims which might arise for damages to persons and/or property due to the negligence of the Contractor or Subcontractors or their officers, agents, employees or servants, during the construction of the said improvements and until the said improvements have been finally accepted as complete by the Board of Library Trustees. Execution of the Contract by the Board of Library Trustees is contingent upon receipt of required bonds and certificates of insurance.

The lowest bid will be determined by the amount of the Base Bid alone or in combination with either or both Alternate Bids as may be selected by the Board of Library Trustees.

The right to waive technicalities, irregularities and informalities, or to reject any and all bids is reserved by the Board of Library Trustees.
